Short answer. A Meta support chat opens inside Instagram, Facebook, or Business Support when that product lets you in. If the login is disabled, the notice is the appeal and the in-app chat may be out of reach. We open support chats as part of filing. We never ask for your password.
Meta support chat is the thread inside Meta’s own help, not a conversation with a random account in your DMs. You can open it from Help when the app lets you in, or from Meta Business Support when you admin a Page or ad account. If the personal login says disabled, that menu is gone until the notice is dealt with.
